The legal identity
The National Reconstruction and Resilience Authority Act received assent on 20 May 2026. It creates NaRRA as a body corporate with a Chief Executive Officer responsible for day-to-day management.
The Act does not create a statutory governing board. JAMRROC is not named in the Act and should not be described as NaRRA’s board unless a separate legal instrument establishes that role.
A separate commencement question
Assent, publication, CEO appointment, and commencement are different legal events. The Act calls for a separate ministerial commencement notice. The research did not locate that notice by 29 July 2026.
Who chooses projects
Cabinet controls the official approved-project and designated-investment list. Public speeches and announcements can identify planned work, but do not by themselves prove Cabinet approval or entry in the statutory register.

How long it lasts
The enacted Act contains no fixed five-year sunset. It provides for dissolution through ministerially appointed commencement of Part IV and a dissolution date.
