Citation and commencement
The Act requires a separate ministerial commencement notice. That notice was not located at the research cut-off.
Establishment of the Authority
Creates NaRRA as a body corporate.
Chief Executive Officer
The CEO acts for the Authority and is responsible for day-to-day management.
Approved projects
Cabinet controls the formal approved-project list.
Six-month reports
Creates periodic reporting duties; a due date should not be calculated from an unverified commencement date.
Annual report and audited accounts
Requires annual reporting and audited accounts under the statutory framework.
Plans and estimates
Requires corporate and operating plans and estimates for prior approval.
Designated investments
Provides for Cabinet-controlled designation of qualifying investments.
Electronic register
Requires a public electronic register containing specified project information.
Dissolution
Provides for dissolution through separately commenced provisions and an appointed dissolution date; no fixed five-year sunset appears in the enacted Act.
