- Official speeches and releases establish what was announced, not necessarily formal approval or delivery.
- Media and civil-society sources document scrutiny, disputes, and leads.
- Public submissions enter review and are not automatically published as fact.
Status language
- Confirmed: directly supported by a suitable primary source.
- Announced: publicly named, without located approval or delivery evidence.
- Under way: implementation activity is documented.
- Contested: material sources disagree or interpretation remains disputed.
- Not located: the research did not find a public copy; absence is not proof of nonexistence.
Corrections and versions
New evidence creates a new version. Earlier snapshots remain traceable. Material corrections identify what changed, why, when, and which evidence supports the revision.
