What the Act enables
- Programme, coordinate, and implement Cabinet-approved reconstruction and designated investment projects.
- Issue directives and use step-in mechanisms within the statutory framework.
- Prepare plans and estimates for prior Cabinet approval.
- Maintain the electronic public register required by section 20.
- Operate under the Act’s PIMS exemption for covered projects.
What remains separately controlled
- Cabinet chooses the official project list.
- A promised Public Procurement Act exemption or order is separate from the PIMS exemption; the research did not locate it.
- The Act does not expressly grant NaRRA a standalone compulsory land-acquisition power.
- Environmental, planning, land, and agency-specific laws can still apply.
