What the Act enables

  • Programme, coordinate, and implement Cabinet-approved reconstruction and designated investment projects.
  • Issue directives and use step-in mechanisms within the statutory framework.
  • Prepare plans and estimates for prior Cabinet approval.
  • Maintain the electronic public register required by section 20.
  • Operate under the Act’s PIMS exemption for covered projects.

What remains separately controlled

  • Cabinet chooses the official project list.
  • A promised Public Procurement Act exemption or order is separate from the PIMS exemption; the research did not locate it.
  • The Act does not expressly grant NaRRA a standalone compulsory land-acquisition power.
  • Environmental, planning, land, and agency-specific laws can still apply.
