The evidence standard
- A meeting announcement is not proof of representative consultation.
- Records should identify date, location, participants, accessible formats, issues raised, responses, and follow-up.
- Published summaries should protect private household and beneficiary information.
- Project-specific safeguard documents must not be generalized to unrelated programmes.
