What the Act says
The enacted NaRRA Act contains no express standalone compulsory land-acquisition power. Other laws and public agencies may still affect acquisition, planning, compensation, or relocation.

Preliminary engagement and public discussion are not final relocation decisions. Residents’ differing views should be represented accurately, without treating a proposed move as settled policy.
